The Research Society for Roads and Traffic (Forschungsgesellschaft für Straßen- und Verkehrswesen e.V.) has revised the "Richtlinien zur Ermittlung der Luftqualität an Straßen ohne oder mit lockerer Randbebauung - RLuS 2012" and published them as "Richtlinien zur Ermittlung der Luftqualität an Straßen ohne oder mit lockerer Randbebauung - RLuS 2012, Fassung 2020" in consultation with the Federal Ministry of Transport and Digital Infrastructure.
In the "Allgemeines Rundschreiben Straßenbau Nr. 03/2021 - Sachgebiet 12: Umweltschutz; Sachgebiet 12.2: LuftreinhaltungAllgemeines Rundschreiben Straßenbau Nr. 03/2021 - Sachgebiet 12: Umweltschutz; Sachgebiet 12.2: Luftreinhaltung", it is recommended to use the updated programme RLuS 2.1 for immission assessments according to RLuS 2012, version 2020. ARS No. 29/2012 of 19 December 2012 is thus repealed.
RLuS 2.1 is the calculation procedure for the estimation of traffic-related pollutant immissions according to the guidelines for the determination of air quality on streets without or with loose peripheral buildings.
RLuS 2.1 is composed of the two programme parts emission determination and immission determination. In addition, a tunnel module, which enables the calculation of immissions in the vicinity of the tunnel portal, a noise protection module, which enables the calculation of immissions behind noise protection structures, and an intersection module, which can take into account the influences of an intersecting road, are integrated.
The emissions module was fundamentally revised on the basis of HBEFA4.1. The emission calculation can be carried out for the reference years 2005 to 2040. In the case of traffic-related particle immissions, in addition to the particles in the exhaust gas, non-engine-related particle emissions are also to be considered, which are caused by road, clutch and brake abrasion, whirling up of dust lying on the road, etc. These emissions have been included in the HBEFA since the current version 4.1 and are also based on it from RLuS 2012, edition 2020 onwards. For tunnels, separate emission factors for the resuspension and abrasion of PM10 were determined as part of the development of the RLuS according to BASt (2013). These were confirmed in Düring & Schmidt (2016) and continue to be used in RLuS. The benzo(a)pyrene emission factors, from a study by the Swiss Federal Office for Environment, Forests and Landscape, were adopted from RLuS 2012.
The area-typical background concentration contained in the RLuS programme are included in the "Guidelines for Determining Air Quality on Roads without or with Loose Boundary Development (RLuS 2012, 2020 edition)". As before, the changes in the background concentrations between 2005 and 2030 are given in tabular form in the form of pollutant load reduction factors.
Noise barriers and noise protection walls up to 10 m can be considered in the model. The estimates of the immission effects of noise barriers and noise protection walls were already quantified in RLuS 2012 on the basis of microscale model calculations (MISKAM) and compared with wind tunnel measurements and results from literature.
The simplified chemistry model based on the description of the chemical conversion in equilibrium of the substances NO2, NO and ozone is used as the NO-NO2 conversion model. The relevant influences of varying direct NO2 emissions and ozone background pollution are taken into account.
